Illinois Association for Career and Technical Education Constitution
Name
Section 1 The name of this association shall be the ILLINOIS ASSOCIATION FOR CAREER AND TECHNICAL EDUCATION hereinafter known as the IACTE and
incorporated as a GENERAL NOT FOR PROFIT CORPORATION in the State of Illinois. IACTE has an exemption status of 501-c-3 from the Internal Revenue
Code of 1954.
Mission and Purposes
Section 1 The Illinois Association of Career and Technical Education provides unified, visionary leadership to advance career and technical education. Beginning on January 1, 2019, affiliates allowing affiliate only membership will not be
considered in good standing.
Section 2 The purposes of the Association shall be:
A. To promote the development, upgrading and dissemination of quality career and technical education programs at the elementary, secondary, postsecondary and adult levels of education.
B. To provide for professional development and growth activities involving current trends, issues and emerging technologies for all career and technical
educators so as to promote quality instruction.
C. To foster leadership development that will encourage and recognize bold thinking, creativity and innovation among its members to assure the
continuation of a strong Association.
D. To promote and develop cooperative partnerships between the educational community and business/industry/labor.
E. To promote the unification of all career and technical education.
F. To promote the unification of all career and technical education interests in Illinois into the Association through affiliates and liaisons.
G. To support legislation at the State and Federal levels, which will promote the mission and purposes of the Association.
H. To encourage active membership involvement in the accomplishment of the mission and purposes of the Association.
I. To promote membership growth in all areas served by the Association.
J. To support and promote the activities of career and technical education student organizations.
K. To provide the fiscal means to accomplish the mission and purposes of the Association.
L. To continue affiliation with the Association for the Career and Technical Education and actively support its activities and programs.
Affiliate
Section 1 The Association shall be composed of members of the following affiliates who have paid IACTE dues.
A. Illinois Association of Vocational Agriculture Teachers (IAVAT)
B. Illinois Family and Consumer Sciences Teachers’ Association (IFACSTA)
C. Illinois Business Education Association (IBEA)
D. Technology Education Association of Illinois (TEA of IL)
E. Illinois New and Related Services (INRS)
F. Illinois Health Occupations Association (IHOA)
G. Illinois Career and Technical Administrators (ICTA)
H. Illinois Career and Technical Education Student Support Personnel Association (ICTESSPA)
Section 2 Prospective affiliates shall apply to the Illinois Association for Career and Technical Education for affiliation. The following materials shall accompany the application:
A. A copy of the proposed constitution and bylaws, which shall be in harmony with the IACTE Constitution.
B. The name and addresses of each affiliate officer.
C. A copy of a financial statement to show they are solvent.
D. Written rationale as to why they should be considered for affiliation.
E. Additional items as defined by IACTE Policies.
Section 3 Upon receipt of the prospective affiliate’s application, the IACTE Board of Directors shall evaluate the request. If the evaluation is favorable, the request for affiliation will be sent to the next House of Delegates for consideration.
Section 4 All affiliates shall encourage programs, activities and services to meet the needs of their special interest within their respective associations, and shall promote the IACTE and ACTE programs of work.
Officers
Section 1 The officers of this Association shall be: President, Past-President, First VicePresident, Second Vice-President, Secretary and Treasurer.
Article V Bylaws
Bylaws
Section 1 Bylaws with and in support of this constitution shall be adopted by the Association.
Distribution of Assets upon Dissolution
Section 1 Upon the dissolution of this Association, the Board of Directors shall, after paying or making provisions for payment of all liabilities of the Association, dispose of all of the residual assets of the association exclusively for the purposes of the Association (including the Joy Janssen fund and any other special funds) in such manner, or to such organization or organizations organized and operated exclusively for charitable, religious, or scientific purposes as shall at the time qualify as an exempt organization or organizations under Section 501 (C) (3) of the Internal Revenue Code of 1954 (or the corresponding provisions of any future United States Internal Revenue Law), as the Board of Directors shall determine. Any of such assets not so disposed of shall be disposed of by the Circuit Court of the county in which the principal office of the Association is then located, exclusively of such purposes or to such organization or organizations as said court shall determine which are organized and operated for such purposes
